The Europe 2020 strategy has been designed to promote smart, sustainable and inclusive growth. It is likely that the CAP will maintain its two pillar structure, although budgetary cuts are envisaged and the orientation of reform is towards the delivery of public goods. The European Commission intends to make innovation its overarching policy objective and Innovation Union has been created to drive this initiative.
